Chen Jining pointed out that it is necessary to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and General Secretary Xi Jinping's important speech during his inspection of Shanghai, to earnestly enhance the sense of responsibility, mission, and urgency of "serving the country and being a vanguard," to adhere to scientific and technological innovation as the guide and reform and opening up as the driving force, to take the continuous creation of a world-class business environment as an important starting point, to further stimulate the driving force and vitality of high-quality development, to make greater contributions to Shanghai's "five centers" and modernization, and to ensure a good start to the 15th Five-Year Plan.

As the core area for the construction of Shanghai International Science and Technology Innovation Center, Zhangjiang Science City is fully implementing the "Action Plan for Focusing on Zhangjiang and Accelerating the Construction of a World-Class Science City," vigorously promoting five major actions: optimizing the layout of science and technology innovation, cultivating strategic scientific and technological forces, fostering first-class enterprises, attracting and cultivating science and technology talents, and enhancing the science and technology innovation ecosystem. The Zhangjiang Artificial Intelligence Innovation Town, located in the core area, has already attracted nearly 500 artificial intelligence companies. Chen Jining visited the Moli Community, which focuses on serving the accelerated development of growth-stage enterprises. He inspected the latest product displays of companies such as Lightstandard, Jidou Technology, and Yanshan Technology, and had cordial exchanges with company leaders. He learned about the companies' R&D innovation, technological breakthroughs, and application scenarios in areas such as photonic computing chips, intelligent cockpit systems, brain-like intelligence, and brain-computer interfaces. He inquired about the companies' next development plans and the policy support they need, hoping that high-tech enterprises would more closely integrate their development with the city's industrial positioning and development direction, focusing on their main businesses, concentrating their efforts on key challenges, and attracting talent to continuously enhance their core competitiveness and achieve win-win cooperation through synchronized development.

Chen Jining pointed out that the "15th Five-Year Plan" for Shanghai, adopted at the Eighth Plenary Session of the 12th Shanghai Municipal Committee, has made arrangements for accelerating the construction of an international science and technology innovation center. Zhangjiang, as the main battlefield, must closely adhere to its overall positioning and industrial direction, further strengthen its role as a source of scientific and technological innovation, accelerate the optimization of its spatial layout, efficiently allocate innovative elements, promote the deep integration of scientific and technological innovation and industrial innovation, attract and cultivate world-class enterprises, create world-class industrial clusters, and better serve national strategies. The Artificial Intelligence Innovation Town should strengthen high-level planning, high-standard construction, and high-quality operation, focusing on leading industries, cultivating niche markets, continuously optimizing the innovation and industrial ecosystems, and building a number of high-level concept verification platforms, pilot-scale platforms, and high-quality incubators. It should provide precise entrepreneurial guidance for the transformation of R&D achievements and provide essential service support for the development of start-ups.
